The EU has made great strides and demonstrated leadership in supporting care reform processes in both its Member States and its external action in recent years. 

Through its policies, technical assistance, and funding, the EU has provided a framework which has enabled a significant focus on care reform.The EU’s internal policy both requires Member States to invest in family and community-based care systems, and effectively prohibits the use of EU funds on institutional care.These conditions have allowed EU Member States to make enormous progress on deinstitutionalisation as a whole and provide a positive global example of the impact that multi-lateral organisations can have.
