Lumos Announces Strategic Partnership with Family For Every Child to Strengthen Family-Based Care for Children Worldwide

20.11.2025

Lumos is pleased to announce a new strategic partnership with Family For Every Child to advance the right of every child to grow up in a safe and loving family.

Both organisations share a longstanding commitment to building strong, family-centred childcare and protection systems around the world. Despite clear evidence that family-based care positively transforms children’s lives, care reform is often under-resourced and its transformational, multiplier impact for children and families is overlooked.

By joining forces, Lumos and Family For Every Child will amplify local and national civil society leadership (particularly that of people with lived experience of institutional care), demonstrate and share what works, and accelerate progress towards systems that prioritise children and families.

Family for Every Child and Lumos share a vision of locally led, sustainable reform that places children and families at the heart of care systems. Our collaboration will build momentum for governments, civil society, and communities to work together to make family care the norm for every child.

Amanda Griffith, CEO of Family for Every Child.

This partnership brings together the complementary strengths of two global organisations that believe every child deserves to grow up in a safe and loving family. Together, we can go further and faster in influencing and supporting the changes that matter most for children.

Howard Taylor, CEO of Lumos.

Shared Vision and Objectives

Through this strategic partnership, Lumos and Family for Every Child will:

  • Strengthen collective advocacy by combining their global, regional and national presence to influence key decision-makers, contributing to current advocacy initiatives and coalitions, and promote child-centred reform agendas on issues including violence against children, disability, children on the move, and inclusive education.
  • Exchange and co-develop programmatic practice by sharing evidence, research, and practical tools to improve family strengthening, prevention of separation, kinship care, foster care, and mental health and well-being support.
  • Invest in local leadership by supporting national civil society organisations and networks of people with lived experience to lead advocacy for reform in their own countries.
  • Develop joint funding proposals and innovative programs where opportunities align.

What Each Organisation Brings

  • Lumos brings long-term, in-country experience across continents in transforming childcare and protection systems, including models for foster care, inclusive education, early childhood intervention, and humanitarian response. Lumos also contributes strong partnerships with governments and national authorities, expertise in technical assistance, and global advocacy for child and youth participation.
  • Family For Every Child brings the collective expertise of an alliance of 56 locally-led organisations across 41 countries, with deep programmatic experience in family strengthening, kinship care, prevention of separation, prevention of violence, and support for children outside protective environments. Family For Every Child also contributes strong advocacy platforms, locally-informed global campaigns, practitioner-led research and knowledge-sharing, and a commitment to local ownership and locally-driven approaches and leadership.

Next Steps

In 2025 and beyond, Lumos and Family For Every Child will pursue joint advocacy and programmatic exchanges and contribute to existing initiatives, explore shared tools for capacity development, and establish a joint small-grants scheme to support independent advocacy by people with lived experience of family care, separation and institutionalisation.

About Lumos

Lumos works to realise every child’s right to a family by transforming care systems around the world. Our vision is a world in which all children grow up in safe and loving families within supported communities.

Founded in 2005 by author J.K. Rowling, Lumos partners with governments, civil society and young people with lived experience to transform care systems globally and advocate for family-based solutions that help children thrive. We ensure that families receive the support they need to stay together or reunite, and that children grow up in family-based settings such as foster or kinship care, not institutions. Despite clear evidence of the harms of institutionalisation, an estimated 5.4 million children worldwide continue to live in institutions. And a much larger number of children are at risk of institutionalisation – those living in poverty, experiencing domestic violence and abuse, and living in countries affected by conflict.
